The Old Dominion Region is proud to congratulate Angela Williams, Jamie Bissmeyer, Jessi Bissmeyer, and Jazz Johnson on earning their USA Volleyball Junior National Referee certification at the 2026 Girls Junior National Championship in Indianapolis, Indiana.
ODR sent four candidates to this year’s Junior National Referee rating program, and we’re thrilled to announce that all four successfully earned their Junior National certification—a remarkable accomplishment and a testament to the strength of officiating in the Old Dominion Region.
The Junior National Referee certification process is rigorous, requiring candidates to demonstrate exceptional knowledge of the rules, sound judgment, effective communication, and consistent performance while officiating high-level national championship matches. Throughout the evaluation, candidates are assessed in a variety of competitive environments and must demonstrate the professionalism and leadership expected of USA Volleyball’s top junior officials.
A Special Honor for Jazz Johnson
In addition to earning Junior National certification, Jazz Johnson received one of the program’s highest individual recognitions—the Bronze Whistle Award.
The Bronze Whistle is presented to the candidate who distinguishes themselves as the top performer in the Junior National Referee class. Recipients are recognized not only for consistently outstanding officiating, but also for their leadership, composure under pressure, and commitment to the highest standards of sportsmanship and ethics.
To earn this award, a candidate must:
Officiate as a Junior National Referee candidate at a USA Volleyball Championship event.
Serve as both first and second referee for multiple matches.
Demonstrate consistently high-quality officiating throughout the evaluation process.
Exhibit outstanding leadership in a variety of competitive situations.
Embody the principles of the USA Volleyball Referee Code of Ethics.
Receiving the Bronze Whistle places Jazz among an elite group of officials recognized for excellence at the national level.
